If you were president

As an example, I want to take below mentioned situation in country. So, what would you do if you were the president, to lead country toward real democracy and to improve the well-being of the nation? Do not consider this an easy matter. The majorities of the population, living in the country, is corrupted, and only smaller part of them, and even I would tell their noticeably smaller part, are ready to live fairly if salaries were appropriate. The rest will not refuse extra, easy money. This is already bad habit, possibly incurable, a cancer. Those, who are on position and the most part of employees of power structures, are already so haughty, that presume a lot of arrogance in behavior, consider themselves much above and so they should to live much better, than others. Also remember, that some of high-ranking official, or just some persons around the president are very strong. So having realized, that nobody can touch them, they afford ill-bred, and at times even boorish tricks, behavior, or even worse, as I heard (the situation on “small continent” is especially bad - total lawlessness which is already spreading on "continent"). It is good, that such is not yet noticed about president and members of his family. They show, at least, good manners and know how to observe etiquette.
Your offers, ideas can once appear useful. Probably, there will come time when the present president or its beauty-wife or someone in the future may decide to change the situation, having realized, that all in this world temporarily, that all this is only test for the Doomsday. Here then, this Human, or someone from his (her) new company, by chance can read your records and …
P.S. although I recognize, that democracy is a relative concept
